
Four new business units at Merchant Avenue in Exmouth are now fully occupied, providing high-quality premises for small and growing businesses and helping to strengthen the local economy.
The units were delivered as part of the planning obligations linked to the neighbouring extra care and assisted living development at Merchant Avenue. Constructed by McCarthy Stone and later transferred to East Devon District Council, the premises were brought to market soon afterwards, with all four units now occupied.
Each light industrial unit offers around 850 sq ft (79 sq m) of internal space and includes practical, modern features such as roller shutter doors for loading and unloading, a kitchenette and an accessible WC. Secured through a Section 106 agreement, the units were created to support local economic development by increasing the supply of flexible commercial space for small and start-up businesses in Exmouth.
As newly built premises, the units also offer strong environmental performance. Solar panels and energy-efficient fittings, including LED lighting, have helped the buildings achieve an EPC rating of A, making them fit for current standards and future needs.
The units are now home to a mix of local enterprises, including bespoke joinery, clothing alterations and creative workshops, and specialist flooring sales and hire. Together, they show how this new workspace is already supporting a diverse range of independent businesses in the town.

Good quality business space is in short supply across East Devon, so creating modern, energy-efficient units like these gives small and growing businesses the opportunity to put down roots, invest and thrive. This development is a good example of how planning obligations can deliver wider benefits for our communities, not only by supporting new homes but also by creating space for jobs and enterprise.”

The units are located on Merchant Avenue, just off Salterton Road in Exmouth. While East Devon District Council has no similar units currently available in the immediate area, the council manages a wider portfolio of industrial and commercial premises across the district. This helps to support small and start-up businesses, a key priority in EDDC’s Economic Development Strategy.
