Cardiff Council seeks Developer for Maelfa Centre Regeneration Project

Cardiff Council has launched a campaign to find a Developer Partner to drive forward a retail-led, mixed use regeneration of the Maelfa Centre in Llanedeyrn.

The Maelfa Centre is located two and a half miles north east of Cardiff city centre and currently includes a covered shopping centre, day centre, family centre, library, police office, high rise residential block and health centre. Due to its strategic location between Llanedeyrn and Pentwyn, the site was identified as a major regeneration priority for Cardiff Council and outline planning consent for redevelopment was granted in September this year.

Powell Dobson Urbanists have prepared a regeneration master-plan for the site, including 1,570 sq m of new retail floorspace, a new 550 sq m community building, a new police station and 110 new housing units. 

Councillor Judith Woodman, Deputy Leader of Cardiff Council said: “The Maelfa regeneration project presents a fantastic opportunity to bring forward a comprehensive and high-quality redevelopment for Llanedeyrn. We are seeking a Developer Partner with the relevant experience, skills, commitment and finance to deliver the project and fulfil the aspirations for the Centre.”

Property adviser DTZ is working alongside the Council providing commercial agency advice and OJEU procurement expertise.

Rhys James, DTZ’s Senior Director in Cardiff said: “This is an exciting opportunity involving residential, retail and community uses and the scheme, when complete, will transform this suburban centre. The support of the local community will be hugely important and shortlisted parties will be asked to demonstrate their methodologies for community engagement. The project provides an excellent example of how a proactive approach to asset enhancement by the Council, the majority land owner, will directly benefit the local community.”

Laura Stamboulieh, DTZ’s Procurement Specialist said: “The OJEU process has been carefully designed to respect market conditions, to provide as much clarity as possible to interested parties from the outset and to ensure that the most appropriate Developer Partner is ultimately selected to deliver this important regeneration project.”
