Devonshire Square (DSQ) in City of London has announced deals with four firms that will relocate their offices to the destination’s recently redeveloped Building 7.
Railpen, International Copyright Enterprise (ICE) Services, Manpower UK and Bullhorn will take a combined five floors of the nine floored building, amounting to 42,921 sq ft of newly leased space.
ICE Services and Manpower, based in Bloomsbury and the West End respectively, mark the latest wave of businesses to relocate their headquarters from West London to the City of London.
Meanwhile, both Railpen and Bullhorn UK will relocate a few minutes from their current head offices at Broadgate and Bishopsgate respectively.
Working at the intersection of technology, music and data to protect artists’ rights and shield them from intellectual theft, ICE Services will occupy 10,052 sq ft across one floor.
Leading recruitment agency Manpower UK, a subsidiary of ManPower Group which is the third largest staffing company globally, will take 10,073 sq ft across one floor.
Railway pensions authority manager, Railpen, has signed to occupy 17,222 sq ft of Grade A office space across two floors so its employees can “relish the campus lifestyle in the heart of the City”.
Technology firm Bullhorn UK, which provides data solutions to recruitment consultancies to enable them to automate the recruitment process, is taking 5,574 sq ft on the top floor of the building.
These businesses will join global accounting software business, Xero, which has taken one floor of Building 7

Building 7 has undergone a comprehensive refurbishment and extension to deliver Grade A office space, achieving BREEAM Outstanding and a NABERS 5-star rating. The building incorporates both private and communal green roof terraces and balconies, alongside shared amenities such as lockers, showers and breakout spaces. Additionally, a new green public realm has been introduced, enhancing the surrounding area.
The redesign, led by renowned design practice Squire & Partners, seamlessly integrates Building 7 with the character of its 18th-century warehouse surroundings.

Devonshire Square is a five-acre, mixed-use workplace and leisure destination in the City of London. The office space is supplemented by a wide range of leisure offerings–from fine dining at Cinnamon Kitchen and TripAdvisor’s number one rated steakhouse, KöD, to popular karaoke bar Lucky Voice.
