Phase 1 enabling works complete at 54-acre Teeslink logistics development

Rula Developments has completed the Phase 1 enabling works at Teeslink, its 54-acre industrial and logistics development in Stockton-on-Tees. The completed works provide serviced development plots ready for industrial and logistics units, with development plateaus created, the highway extension finished and utilities connected.

Delivered by Tees Valley-based Seymour Civil Engineering, the enabling programme has prepared the site for the rapid delivery of bespoke buildings in response to occupier requirements.

Planning consent was secured in September 2025. Detailed consent covered the initial infrastructure works, including a new access road and services, while outline consent was granted for up to 775,000 sq ft of high-quality warehousing and ancillary employment space, with units ranging from 3,000 sq ft to 500,000 sq ft.

Teeslink is being brought forward by Rula in partnership with Stockton-on-Tees Borough Council. The Council acquired the site in 2021 using funding from the Tees Valley Combined Authority’s Indigenous Growth Fund and selected Rula as development partner following a competitive tender process.

The partnership has invested £3 million of Indigenous Growth Fund to deliver the infrastructure required to unlock this strategic employment site, which has the potential to support up to 1,000 jobs.

The serviced plots enable Rula to deliver bespoke freehold or leasehold buildings on flexible terms, with construction programmes from as little as 28 weeks and occupation available from Q3 2027. Occupiers will also benefit from up to 15 MVA of available power, multimodal connectivity and lower operational costs supported by buildings designed to high ESG standards.

Anthony Clitheroe, Development Director at Rula Developments, said:

“Completing the Phase 1 enabling works is an important milestone for Teeslink. With serviced plots, development plateaus, highway access and utilities now in place, we can move quickly to deliver bespoke buildings that meet each occupier’s operational and commercial requirements.

“Rula has extensive experience in providing efficient property solutions for businesses of all sizes. We can offer freehold and leasehold options on flexible terms and deliver construction programmes from as little as 28 weeks. We welcome the opportunity to explore requirements with businesses at an early stage, with no obligation or commitment.”

Located beside Eaglescliffe railway station and one mile from the A66, Teeslink offers strong road and rail connections, with links to the wider regional transport network. Its multimodal location, substantial power capacity and high-specification buildings make it well placed to support occupiers seeking efficient, future-ready industrial and logistics space.

Councillor Paul Rowling, Deputy Leader and Cabinet Member for Resources and Regeneration at Stockton-on-Tees Borough Council, said: “Teeslink will be a vital employment site for the region, boosting the local economy, I’m pleased to see the Phase 1 works are now complete.

“Eaglescliffe is already home to a range of huge businesses and strong transport links, including the redevelopment of Eaglescliffe Station and new cycleways. Now Teeslink is prepared, the next steps will be for Rula to deliver buildings suitable for businesses’ bespoke requirements.

“Stockton-on-Tees is a business-friendly Borough and we welcome all approaches from those interested in investing here or who would like to find out more.”

Tees Valley Mayor Ben Houchen said: “Supporting fantastic developments like this is about making sure our region has the high-quality business space companies need to invest, grow and create skilled, well-paid jobs.

“By backing projects that bring new life and new opportunities to our sites, we’re helping to strengthen our economy and give more local people the chance to build successful careers right here in Teesside.”
